Mining 64, Mining taxation in PH

I stumbled on a paper by the National Tax Research Center (NTRC), "A Review of the Taxation of the Philippine Mining Industry" in 2019, https://ntrc.gov.ph/images/journal/2019/j20190102a.pdf.

PH's gold, copper and nickel deposit and reserves seem to be large. Government is unwise in putting many roadblocks for their exploration, discovery and extraction. Modern, large scale and corporate mining, not "small scale" mining, is now more sophisticated in reducing other environmental destruction outside of the mining area. Extracting those metals, create many jobs for workers, profit for shareholders, and high tax revenues for government, there are many benefits from mining. Government should liberalize it, not restrict it.
