The big blackout in Panay island and its four provinces -- Iloilo, Capiz, Aklan, Antique -- that also affected Guimaras province, Negros province and the rest of the Visayas grid, was squarely due to National Grid Corp. of the Philippines (NGCP) inaction during that 2-hours window between PEDC unit 1 unscheduled shutdown and the tripping of all other baseload plants in Panay. The three charts are from the Independent Electricity Market Operator of the Philippines (IEMOP).
It's mentioned here, between 12:06pm to 2:19pm, NGCP did not do remedies -- bring in ancillary services (AS), or do manual load dropping (MLD) or auto load dropping (ALD), reduce demand equivalent to the 55.8 MW that was lost due to PEDC unit 1 shutdown.
I read that at the Senate hearing yesterday about that big blackout in Panay, NGCP kept blaming the power plants, not itself. Wow NGCP, you are implying that one unit of one power plant can bring down the entire subgrid of Visayas. Hiya naman kami sa inyo.
